Paducah Main Street Considers Nonprofit Transition to Boost Downtown Revitalization

For more than 30 years, Paducah Main Street has been a major force in revitalizing Paducah’s historic downtown, preserving its charm while promoting economic growth and creating a lively community hub. Initially launched as a nonprofit organization in 1989, Paducah Main Street later became part of the City of Paducah’s Planning Department in 2009. Today, city leaders and program organizers are re-evaluating whether it might be beneficial to shift Paducah Main Street back to a nonprofit model—a move that most other Main Street programs across the country have made.

In a recent City Commission meeting, Paducah’s Planning Director Carol Gault, Paducah Main Street Chairman Jeff Canter, and Economic Vitality Committee Chair David Wilkins outlined Paducah Main Street’s journey and goals. Gault explained that Paducah Main Street operates under a program called the Main Street® movement, which works to revitalize downtown districts across the U.S. This model focuses on four main strategies….

Kentucky Attorney General Joins Fight Over KY Church’s Right to Build Outdoor Shrine

In an unfolding case over religious land use, Kentucky Attorney General Russell Coleman has stepped in to defend a church in Kenton County’s right to build an outdoor shrine on its property. At the center of the case is the Missionaries of St. John the Baptist, a religious group seeking permission to construct a small shrine next to Our Lady of Lourdes Church in Park Hills. The shrine would be a space for quiet prayer and meditation before and after services—a spiritual addition to the church grounds.

Despite initial approval from the City of Park Hills in 2021, some neighbors raised concerns over how the shrine might affect the community. Their lawsuit eventually led to a decision by the Court of Appeals to block the project, sparking a legal battle now headed to the Kentucky Supreme Court. The Attorney General’s Office has filed a brief supporting the church’s right to proceed, citing religious freedom protections.

“We proudly continue the fight to protect the right to practice faith,” Coleman stated, emphasizing that the government should avoid placing undue restrictions on religious practices.

Road Closures and Traffic Updates This Week in West Kentucky

KY 408 in Carlisle County Closed Next Week

KY 408 will be closed from KY 307 (mile marker 7.15) to mile marker 8 starting Monday, Oct. 28, at 8 a.m. until Wednesday, Oct. 30, at 3 p.m. for replacement of a cross drain.

I-24 Tennessee River Bridge Rehabilitation and Painting

Work on the Tennessee River Bridge along I-24 at mile marker 29 is ongoing for painting and rehabilitation. Lane shifts remain in place for both eastbound and westbound traffic. The Kentucky Transportation Cabinet (KYTC) encourages local drivers to consider an alternate route via U.S. 62 between Exits 27 and 40. Message boards will provide updates on changes. Completion is expected by Dec. 1, 2024.

Purchase Parkway Extended Work Zone

The Purchase Parkway work zone runs from the Kentucky-Tennessee state line near Fulton to the U.S. 45/KY 80 Bypass at the Mayfield Exit 21 interchange. A maximum load width restriction of 13 feet applies at mile marker 1.3 near Fulton. This project will extend Interstate 69 along the final 21 miles of the parkway, with upgrades targeted for completion by Nov. 2, 2024.

U.S. 45-Business (Kentucky Avenue) Signal Adjustment in Downtown Paducah

Traffic signals along U.S. 45-Business (Kentucky Avenue) at 5th and 6th Streets will operate in flash mode for 90 days for a traffic study. The 5th Street intersection will flash yellow along U.S. 45-Business and red for 5th Street traffic. At the 6th Street intersection, all signals will flash red. East-west traffic along U.S. 45-Business will flow continuously, while north-south traffic must stop. Drivers should be mindful of these changes.

KY 1485/Bellville Road Closed in Southern Graves County

KY 1485/Bellville Road is closed at the Terrapin Creek Bridge near mile marker 2, about two miles north of the Kentucky-Tennessee state line. The bridge was found to have significant deterioration, and the road will remain closed until repairs or a replacement can be assessed. No detour is posted.

KY 295 Closed at Lyon-Crittenden County Line

KY 295 is closed at the Livingston Creek Bridge, at the Lyon-Crittenden County line, due to structural issues. Signs and barricades are in place. Engineers are working on environmental and design studies for a new bridge, with plans expected to be ready for bidding by late summer or early fall.

KY 780 in Hickman County Closed at Bayou de Chien Bridge

KY 780 is closed at mile marker 3.818 due to substructure issues on the Bayou de Chien Bridge, located between U.S. 51 and Martin Road. The closure will remain in effect until repair plans are finalized. Motorists can self-detour via KY 780’s north end, connecting to U.S. 51 near Clinton.

Please stay alert and exercise caution in work zones. Follow flagger instructions, reduce speed, and avoid distractions. All work schedules depend on weather conditions.
