Deadly Officer-Involved Shooting in Carlisle County

Kentucky State Police (KSP) are investigating a deadly shooting involving a state trooper that occurred on the evening of Friday, October 18, in Carlisle County.

The incident took place around 6:20 p.m. at a residence on County Road 1591, near Bardwell, after KSP Post 1 in Mayfield was alerted to a situation where a man allegedly reported shooting his wife.

When troopers and deputies from the Carlisle County Sheriff’s Office arrived at the home, they encountered the male suspect. According to KSP, during the interaction, the man opened fire, prompting a trooper to return fire. The suspect was critically injured, and officers at the scene immediately began life-saving measures. He was transported to a local hospital but was later pronounced dead.

No officers were injured during the exchange.

While securing the scene, officers discovered a deceased female inside the home. KSP Post 1 has launched a separate investigation into her death.

KSP emphasized that the details released are based on their preliminary investigation and could change as more witnesses are interviewed.

Misdiagnosed as Brain Dead: The Shocking Organ Donation Error That Changed a Kentucky Man's Life

In October 2021, Anthony Thomas "TJ" Hoover II was admitted to Baptist Health Richmond after suffering cardiac arrest and was declared brain dead by the medical staff. His family, devastated by the news, made the difficult decision to remove him from life support. Since TJ was a registered organ donor, preparations began for organ retrieval, including several tests to assess the viability of his organs.

During the "honor walk"—a ceremonial procession for organ donors—TJ’s family noticed something shocking: his eyes opened and began tracking their movements. The medical team reassured the family that these were mere reflexes and continued with the process. However, during the actual organ retrieval surgery, just an hour in, doctors stopped the procedure. TJ had regained consciousness, and it became clear he was not brain dead. The family was later informed that TJ had also woken up during a heart catheterization earlier that day, but this critical information had not been communicated to them.

Following the botched procedure, TJ was sent home with a grim prognosis and was not expected to live long. Despite these predictions, he is still alive today, nearly three years later. However, TJ now suffers from significant cognitive and physical impairments, rendering him a shadow of the avid outdoorsman he once was. His sister, Donna Rhorer, has been his primary caregiver ever since. Reflecting on the ordeal, Rhorer shared that TJ had made several attempts to signal that he was alive, but those signs were largely ignored until the surgery was halted.

In early 2023, Rhorer was contacted by Nyckoletta Martin, a former employee with the Kentucky Organ Donor Affiliates (KODA), who provided more details about what had happened. Martin, along with other witnesses, later testified before the House Energy and Commerce Committee, raising concerns about the lack of oversight in organ procurement processes. Experts, such as Dr. Seth Karp from Vanderbilt University Medical Center, have pointed out that questions around the accuracy of death declarations in organ donation cases are not new, and the incident highlights broader issues with oversight in the industry.

Baptist Health Richmond issued a statement affirming that they work closely with families to ensure that patients’ organ donation wishes are followed. Network for Hope, which includes KODA, emphasized that Organ Procurement Organizations (OPOs) are not responsible for declaring death and only proceed with organ recovery once a patient’s independent healthcare provider has done so.

The case is currently under investigation by Kentucky Attorney General Russell Coleman’s office to determine if further action should be taken. For Rhorer, the ordeal has become a mission to seek accountability and ensure that no other family endures the same traumatic experience. Despite his impairments, TJ’s survival continues to defy the original medical predictions, but the emotional toll on the family remains profound.

Soldier Creek Bridge Reopens Today in Marshall County

After more than a year and a half of being closed, the new Soldier Creek Bridge on KY 2603 (Vanzora Road) in Marshall County is officially open to traffic today.

The bridge, located at mile marker 1.17 on Vanzora Road, was closed on March 6, 2023, after inspectors identified significant deterioration in its substructure. Before its closure, the bridge had been operating under reduced weight restrictions due to safety concerns.

Jim Smith Contracting, based in Grand Rivers, managed the $1.39 million project to replace the bridge. Crews will complete the final guardrail installation this morning, allowing the roadway to reopen to the public.
